Volume 22 documents the development of Articles 86 to 91 of Section VIII of the Basic Law on "The Implementation of Federal Laws and the Federal Administration". This contains the relevant provisions for the implementation of the federal laws in federal administration (with and without administrative basis) or by federal self-governing bodies (Articles 86 and 87), the Bundesbank (Article 88) and the administration of the federal waterways (Article 89) and the motorways or highways (Art. 90). The administration as a separate matter of the federal countries or on behalf of the Federation are documented in Articles 83 to 85 in Volume 21. By embracing almost all responsibilities for the implementation of the federal laws in this section, The Parliamentary Council deviated from the system proposed by the Constitutional Convention on Herrenchiemsee. The convention had anchored provisions on the enforcement of federal law in the section "Federation and Federal Countries", with the participation of the federal countries in the Federal Council and further detailed regulations summarized in the sections "Legislation" and "Execution of federal laws and federal administration", respectively. The discussions on the nature and extent of enforcement powers documented here reflect the struggle of the federalists on the one hand and the centralists on the other hand for a balanced distribution of power between the federal government and the countries.
